Rumours were abound that Microsoft have been working on allowing you to stream games you own on Xbox Cloud Gaming, and it turns out the rumours were true.
Yes, officially announced today, Microsoft has made 50 titles (detailed below) available for people to play with Xbox Cloud Gaming (beta) if you own them. This means that any of these 50 games you own that aren’t on Xbox Game Pass, or available via Xbox Cloud Gaming in Xbox Game Pass, can now be streamed via TVs, and browsers on supported devices such as smartphones, PCs, and tablets. More games will continue to be added over time.
Microsoft also confirmed that this feature will be added to Xbox consoles and the Xbox app on Windows in the New Year (presumably so you can stream those non-game pass games without having to install them!
The new feature is available to all Xbox Game Pass Ultimate members in all 28 countries where Xbox Cloud Gaming (Beta) is available.

You can stream any of the below games that you own, including any versions of said game that you own (for example any ‘Ultimate’ or ‘Complete’ editions):
